dc.description.abstract The inspiration behind this paper comes from the constant increase of traffic accidents which as a result increases damages. Legislations have varied in the approach to compensate damages, as some legislation have established regulations which specifically dealt with traffic accidents indemnities and insurance, while others adopted the idea of direct indemnity. This paper argues that current legislations are not capable to equitably compensate for those damages and whether it is possible to provide an indemnity fund. Moreover, the paper presents a comparative analysis of a number of legislative approaches mainly the French, Egyptian and the Bahraini. The analysis also compares these traffic accident regulations with the more general scope of civil law. The discussion dealt with the concept of tolerance, and a culture of intolerance, and its role in democratic construction, and research has included the study of the determinants of the application of a culture of tolerance, and the role of society and the state in the consolidation, and the search is over to dealt with the most important conclusion of the proposals. en_US
