dc.description.abstract | In each legal system, there is hierarchy between its rules; this means some rules precede other rules in the application. However, there is no general system of hierarchy of norms of international law. This is because there is no formal constitution, there is no centrallegislator, and sources of international law are organized on horizontal manner. This study examines the relationship between the rules of public international law in order to reach a kind of hierarchy or arrangement between them.There is no doubt that the presence of hierarchy of norms of international law is important and indispensable. It reflects the existences of some international rules are more important than others. It is necessary to anticipate the legal rule which can be applied. This is important to States and international organizations to know which rules can be applied regarding to their actions. It is also necessary for the international judge to know which rules have the priority in application regarding to the international disputes. | en_US |
